At Hill City School – ISD 002, we believe every student can succeed when provided with the right support at the right time. That’s why we are proud to implement a Multi-Tiered System of Supports (MTSS)—a schoolwide framework designed to ensure that all students receive high-quality instruction and interventions tailored to their individual needs.

What Is MTSS?

MTSS is a proactive, research-based approach that helps schools identify and support students’ academic, behavioral, and social-emotional needs. It is built around three tiers of support:

  • Tier 1 – High-quality core instruction for all students
  • Tier 2 – Targeted small group interventions for students needing extra help
  • Tier 3 – Intensive, individualized support for students with greater needs

Using regular assessments, teacher observations, and progress data, our staff works as a team to match each student with the appropriate level of support. Hill City School has been awarded the Minnesota MTSS Grant to further enhance our student support system for SY 24-25 & 25-26. As part of this opportunity, we are excited to announce the addition of a K–12 MTSS Coordinator who will lead implementation across all grade levels. This role will help ensure that our practices are aligned, effective, and student-centered—making a direct impact on learning outcomes.
